If you would like to separate two blocks of content by a line, the separator block is what you are looking for.
Get started by clicking the + Inserter icon 
at the bottom-left corner of the screen and select the Separator Block from the blocks list
Once you add the Separator you can use the arrows to move the block up and down. You can also click on the option to change the size of the line
