You can use the List block to create a bulleted or numbered list. To add one click on the plus (+) sign in the bottom left corner of the screen to display the list of blocks.
Get started by clicking the + Inserter icon 
at the bottom-left corner of the screen and select the List Block from the blocks list
Lists come in two styles, Unordered (bulleted) and Ordered (numbered) which you can select from the tool bar at the bottom.
